For packaging buyers selling into the European Union, plastic restriction is no longer only about shopping bags or disposable items. The EU direction is moving toward packaging that is more recyclable, more material-efficient, and easier to justify across the full supply chain.
This matters for protective packaging. Inner cushioning, foam inserts, plastic trays, corner blocks, and transit protection may not always be the most visible part of the package, but they can still affect recyclability, packaging reduction, customer audits, and sustainability reviews.
The EU’s packaging policy direction is clear: packaging should be designed with recyclability and waste reduction in mind. The European Commission has stated that packaging rules aim to reduce packaging waste, promote high-quality recycling, and make packaging more circular across the EU market (European Commission, n.d.).
For customers, the first step is to review where EPE foam, EPS foam, plastic trays, or mixed-material cushioning are still used. These materials may provide protection, but they can be harder to align with recyclable packaging expectations, especially when the product is exported in large volume.
The second question is whether the packaging is right-sized. Protective packaging should not create unnecessary void space or oversized cartons. A lower-plastic solution is stronger when it also improves carton fit, stacking efficiency, and logistics practicality.
Molded pulp packaging can be a practical alternative for many EU-bound products. It can be designed as trays, inserts, corner protectors, end caps, or transit cushioning. Because it is fiber-based, it may be easier to align with paper-based recovery systems when the design is kept simple and clean.
However, replacing foam with molded pulp should not be treated as a last-minute material change. Foam and molded pulp protect products in different ways. Molded pulp relies more on structure, wall thickness, support points, and controlled deformation, so it needs proper design and testing.
For packaging buyers, the practical path is simple: review current foam use, compare molded pulp design options, test performance, and prepare documentation for customer audits. Drop testing, vibration testing, compression testing, and stacking evaluation should be completed before the packaging is approved for mass production.
The EU market rewards early preparation. Companies that review protective packaging before customer audits or regulation pressure becomes urgent will have more time to control cost, test performance, and avoid rushed redesign.
For brands and OEM/ODM manufacturers, the key takeaway is clear: EU packaging compliance is not only about the outer box. Protective packaging should also be reviewed as part of the product’s overall packaging strategy.
